LOS ANGELES, Calif. -- Billy Ray Cyrus has apologized to the fans after a video appeared online, featuring his 18-year-old daughter, Miley Cyrus, allegedly smoking a legal, but psychedelic-effect inducing herb.

"Sorry guys. I had no idea," Billy Ray wrote, appearing to address the clip that popped up on TMZ on Friday, showing Miley with her mouth over a bong, followed by a couple of minutes of laughter and unusual behavior.

Josie, who was born on December 10, 2009 via an emergency C-section, was delivered 15 weeks premature, and weighed only 1 lb., 6 oz.

Now, the infant - the 19th child for Jim Bob and Michelle -- is up to nearly 16 lbs., and is thriving with her family.
